Install process for WWW

Hi,

In response to Tysons post and DJ knocking on my door in the middle of
the night, and me thinking it was my lucky night, here is the process to
install the web site.

setenv INSTALL_WEBDIR <top level directory of web site>

>From the w3 directory

make install
