Bug tracking system

As discussed in last nights Mercury meeting. It is probably about time
that we migrated to using a bug tracking system.
The two obvious canditates that I have seen are JitterBug and the Debian
Bug Tracking system.

It looks like JitterBug will be much easier to set up, and has a nice
web interface.
The Debian system seems to be much more complicated to set up, but is
entirely email based and has the ability to generate web reports.
