I dont know about software made specifically for it, but 'ncftp' does
seem to do everything which would be required of it.  It has a command
line interface which is designed for use in shell scripts.  For example,
the command:

ncftp -R ftp://turiel.cs.mu.oz.au/pub/mercury

would do what is needed.  It will only get newer files, and will recurse
the directory structure.
