changes to configure.in

Hi,

As it says at the top of configure.in:

# IMPORTANT NOTE: any changes here will usually also require changes in
# bindist/bindist.configure.in or bindist/bindist.build_vars.in.

Could anyone who has modified configure.in recently (i.e. Tom and Bert)
please make sure that they also update the appropriate bindist file
accordingly?
