release 0.7 almost ready

Hi,

The only things I'm waiting on for release 0.7 are

	- Module qualify names in type_name/1 etc.	[trd]
	- The odbc interface				[stayl]

Everything else is ready to go.

If anyone wants to test it, there will be a tar file rotd-1997-07-29.tar.gz
created in ftp://turiel.cs.mu.oz.au/pub/mercury/beta-releases this morning.
Now is also a good time to review the NEWS file, the README, etc.,
and the documentation.

Hopefully I will be able to package up the final release today (Tuesday).
