diff: tools/bootcheck: version number changes

Localize the definition of the version number into a single file.
Automate the building of releases, including daily "rotd"
(release-of-the-day) releases.

tools/bootcheck:
	When creating the stage2 and stage3 directories,
	link in the VERSION and library/library.m.in files.
