`extras' directory

Hi,

I'm going to add an `extras' directory, for additional modules,
libraries, tools, etc. that are not part of the Mercury standard
library.

I plan to put a number of things in (subdirectories of) this directory:

	- the tcl/tk interface
	- the CLP(R) interface
	- the cgi/html library
	- library modules to support complex and imaginary numbers
	...

Any objections, speak now or forever hold your peace...
